Abstract
Warning intelligence is organised around stock: what an adversary possesses. It has no settled place for flow: how fast the adversary converts failure into fielded change. This essay argues that the omission is a category error with operational consequences, illustrated by the degradation of GPS-guided munitions in Ukraine within a year of their arrival. Drawing on the military-innovation literature, which has already decomposed adaptation into its parts, and on warning theory, it proposes an Adaptation Warning Matrix of six functions and one external term, each with open-source indicators and a warning question, scored ordinally and by interval in months. The matrix is applied to Russian electronic warfare in 2022-23, Ukrainian force development in 2022-25, the US Army in Vietnam and Iraq, and Russian improvised armour protection in 2023-25. Two findings follow. The matrix distinguishes institutionalised learning from widespread improvisation by naming the indicator that settles the question; and the same organisation scores differently by function and domain, so the unit of assessment is the learning system for a task, not the state. The essay explains why net assessment does not already do this, sets out five questions for any estimate and a forward test, and states the limits of the method.
